Corrective Regulation with Imperfect Instruments

Researchers aim to identify second-best regulation in cases where optimal regulation is not possible due to lack of control over certain agents or activities.

Researchers show that policy elasticities and Pigouvian wedges are sufficient statistics to characterize the marginal welfare impact of regulatory policies in many environments. They also apply their results across many scenarios, such as financial regulation with environmental externalities, shadow banking, behavioral distortions, asset substitution, and fire sales, and find similar results across each of them.
