My research studies policy design in housing and education markets. I am especially interested in understanding how policies shape the relationship between public and private providers of rental housing and higher education. I do this with a focus on individual outcomes. In housing, I use linked administrative data to study the design and impacts of housing assistance programs. My current projects investigate the design of housing assistance waiting lists and the role of large private landlords in the Housing Choice Voucher program. In education, I study recent changes in higher education markets and their impacts on students' long-run outcomes. My current projects focus on the design of student loan repayment plans and the growth in out-of-state student enrollment at public universities.
